Does WhatsApp call landlines?
No. Here's exactly what WhatsApp calling can and can't reach, and what to use instead when the number you need to call doesn't have the app.
No. WhatsApp calls only connect two people who both have WhatsApp installed and a working data or Wi-Fi connection. It cannot dial a landline, a business phone line, or any ordinary phone number that isn't on WhatsApp.
Why WhatsApp can't reach a landline
A WhatsApp call is internet voice traffic between two copies of the app, not a call placed onto the regular telephone network. A landline has no WhatsApp account to receive that traffic, so there's nothing on the other end for the call to reach.
What to use instead
To reach a landline, a business line, or a mobile number that doesn't have WhatsApp, you need a service that places the call onto the actual phone network. QuikRing does that from a browser tab: type the number, and it rings as an ordinary incoming call on any mobile or landline, whether or not the person has any app installed.

No. WhatsApp calling only works between two people who both have the app and an internet connection. It cannot dial a landline or any number without WhatsApp installed.
Can I call a phone number that doesn't have WhatsApp?
Not with WhatsApp itself. A web calling service like QuikRing places the call onto the regular phone network instead, so it reaches any mobile or landline number.
